So He Left us a Shepherd
Matthew's Gospel tell us that Jesus looked upon the crowds gathering to see him during his preaching and "his heart was moved with pity for them because they were troubled and abandoned, like sheep without a shepherd." Given that pity, it would make sense for Him to leave us a Shepherd:
Jesus, knowing we needed a shepherd and didn't have one, wouldn't have left us without one.
